In a public address published by the presidency, Buhari said

I have accepted the immediate resignation of the Service Chiefs, and their retirement from service. I thank them all for their overwhelming achievements in our efforts at bringing enduring peace to Nigeria, and wish them well in their future endeavours.

And he replaced them with new appointees below
I have also appointed new Service Chiefs, to replace the retired officers:

Major-General Leo Irabor, Chief of Defence Staff

Major-General I. Attahiru, Chief of Army Staff

Rear Admiral A.Z Gambo, Chief of Naval Staff

Air-Vice Marshal I.O Amao, Chief of Air Staff.

It appears Nigerians are not satisfied with Major General I. Attahiru as the new Chief of Army Staff, as Nigerians believe the new COAS incompetence for the job is beyond the roof.
A tweet thread published by Punch gives an account of the new COAS incompetency for the job
1.He was a Theatre Commander of Operation Lafiya Dole.

2. In December 2017, he was removed from that position after he failed to capture Boko Haram leader, Abubakar Shekau.

3. In June 2017, barely a month after Attahiru took over, Boko Haram insurgents attacked Maiduguri, the Borno state capital.

4.  Attahiru was removed after his time witnessed increased activity of the terror group.

5. In his final speech as Theatre Commander, Attahiru claimed his team killed five Boko Haram commanders and neutralised 70 terrorists while he was at the helm.

Nigerian activist for #EndSARS and #BringBackOurGirls, Aisha Yesufu tweeted
Chief of Army Staff is the most critical and yet the one once sacked for incompetence by a highly incompetent one is the one the master of incompetence chose to give us.

Here is wishing the New COAS surpasses our expectations, surprise us & shut us up with wins against terrorists

Below are other selected tweets by Nigerians
Lt. General Buratai sacked Major General Attahiru Ibrahim in 2017 for not being competent enough in leading the war against Boko Haram.

4 years later, Buhari sacks Buratai as Chief of Army Staff and replaces him with the “incompetent” Attahiru Ibrahim. Confusion Break Bone????

I have been doing some reading on new Chief of Army Staff I Attahiru and I must confess, I’m amazed.

I’m amazed by the level of thoughtlessness that went into the decision of making him COAS.

You appointed someone to lead the war against insurgency in May 2017. He was sacked in December 2017 for incompetency.

3 years later, you made him chief of army staff? What changed in 3 years that we are unaware of? Nigerians dont rejoice yet ohttps://t.co/3zXpX1lTct

Lol.

Why wasn’t Major General Irabor made the Chief of Army Staff?

Buhari can’t just help himself with his nepotism.
