Somalia launches first offshore oil mission with Turkish government

Somalia is set to begin its first-ever offshore oil drilling campaign, marking a significant milestone in its long-delayed ambition to enter the global energy market and tap into potentially vast hydrocarbon reserves.

The East African nation confirmed that a Turkish government-owned drilling vessel will arrive off its coast to commence deepwater exploration in the Arabian Sea, following encouraging results from earlier seismic surveys. Officials say the move represents a transition from exploration to active drilling, a shift that could redefine Somalia’s economic prospects if commercially viable reserves are discovered.

According to the country’s petroleum minister, Dahir Shire, the operation is a “historic milestone” that signals Somalia’s readiness to move beyond decades of stalled resource development caused by insecurity and political instability.

The drilling campaign will be carried out by the Turkish Petroleum Corporation using its vessel Çağrı Bey, which is embarking on its first international mission. The project follows a 2024 production-sharing agreement between Somalia and Türkiye, covering offshore exploration and development.

From exploration to drilling: a turning point

For years, Somalia’s oil potential has remained largely untapped despite estimates suggesting the presence of billions of barrels of reserves beneath its offshore basins. Previous efforts to explore these resources were hampered by conflict, weak governance structures, and limited foreign investment.

However, the completion of seismic surveys in 2025 identified promising hydrocarbon prospects, prompting the current shift to drilling. This next phase is considered critical, as it will determine whether the reserves are commercially viable and capable of supporting large-scale production.

If successful, the campaign could position Somalia as a new entrant in the regional energy market, joining other African oil producers and potentially unlocking a new revenue stream for the country’s economy.

Türkiye deepens strategic and economic ties

The project also underscores the growing partnership between Somalia and Türkiye, which has steadily expanded its footprint in the Horn of Africa over the past decade. Beyond energy, Türkiye has invested in infrastructure, education, and security, while also maintaining one of its largest overseas military bases in the Somali capital, Mogadishu.

Somalia’s foreign minister, Ali Omar, described the drilling initiative as evidence of Türkiye’s role as a long-term strategic partner. Similarly, Alparslan Bayraktar, Türkiye’s energy minister, noted that any successful discovery would deliver economic benefits for both countries and strengthen regional energy dynamics.

Analysts say the collaboration reflects a broader trend of African nations leveraging foreign partnerships to unlock natural resources, particularly in sectors requiring significant capital and technical expertise.

For Somalia, the stakes are especially high. A successful offshore discovery could reshape its economic trajectory, reduce reliance on external aid, and position the country as a competitive player in East Africa’s evolving energy landscape.
